When pheno hunting a pack, growers sometimes test plants before full cure to decide which to keep, and quick methods like water curing speed that up. The technique strips some flavour but gives a fast read on potency and effect from a small sample. The pheno selection notes on https://potentthcseeds.com mention this shortcut alongside more conventional testing approaches for narrowing down keepers. It is not how you would treat a final harvest, just a tool for making decisions faster.
